Rexanah P. Wyse Morrissette, Esq.

Rexanah P. Wyse Morrissette, Esq. is a dynamic leader with a proven track record of driving organizational effectiveness and achieving impactful results across healthcare, social justice, and public policy. As a seasoned attorney, healthcare executive, and social impact strategist, she brings a unique blend of legal acumen, strategic vision, and a deep commitment to community empowerment.

Rexanah's career is marked by her ability to navigate complex systems and lead transformative change. Most recently, as Interim Executive Director of the Organ Procurement & Transplantation Network (OPTN), she provided decisive leadership during a critical period of healthcare reform, overseeing a $70 million budget and spearheading the modernization of the organ transplantation system. Her achievements include implementing innovative public transparency tools and addressing systemic non-compliance with organ allocation policies.

Prior to her work in healthcare, Rexanah served in key leadership roles at the Children's Defense Fund (CDF), where she directed strategic initiatives and public policy, securing significant funding and expanding the organization's capacity for congressional outreach. She also served as Chief of Staff at the U.S. Interagency Council on Homelessness, where she led legislative affairs and managed a multi-million dollar budget.  

Her legal career includes serving as an Assistant State's Attorney in Montgomery County, Maryland, where she prosecuted cases and developed strategies to address truancy and improve student attendance. She also advised the Mayor of Baltimore on criminal justice policy.  

She is the wife to Mr. Eric Morrissette and mother to her brilliant toddler daughter. She is an avid biker, body bump enthusiast, and hiker.

Key Achievements:

  • Successfully leading the organ transplantation system through modernization for healthcare reform.

  • Overseen the creation and implementation of innovative tools for public transparency into organ allocation.

  • Negotiated and secured $1 million in funding for a historic civil rights organization.

  • Spearheaded the creation of a federal charter and legislative agenda for a Council of 19 federal agencies.

  • Transformed congressional outreach efforts, resulting in the introduction of four bills to permanently authorize a federal agency.Our CEO is a graduate of the University of Baltimore School of Law with a Juris Doctor degree and a certificate in Public Service. Our CEO graduated from the University of Maryland, College Park with a Bachelor of Arts in Criminology and Criminal Justice and minor in Human in Development. The CEO is a licensed member of the Maryland State Bar.
